You could see if rebuilding the icon cache using an option in the tutorial below may fix it for you if it's just a glitch. The methods still work in Windows 8.1.

Ah i tried it, didn't work. No worries tho, reinstalled windowsThere is a User Option to "Show Icons".
Right Click on desktop, , click on View, then the bottom option in the list is "Show Desktop Icons".
You can either elect to Show the Icons, or NOT to show the icons, by either Checking or UN-checking the little box.
It's all under the operator's control. NO need for fancy programs, or to re-install Windows.
