I factory reset my pc and it wont display.

So i was factory resetting my pc and i accidentally turned my pc off. After trying to repair my drive in start up recovery for an hour i went to cmd and typed exit. My screen turned blue and wouldnt change. I turned my pc off then back on and all fans were spinning and lighting up but i didnt get a signal on my monitor. I did countless things to try to fix this and read every comment from at least 20 forums. Nothing worked. I cleared cmos, tried different ram slots, tried another gpu, made sure all the connections were secure, reseated 24 pin, unplugged hdds, tried booting with no ram.

Nothing worked. Everything spins and lights up but no signal, i think its the motherboard or cpu but i cant be sure. i didnt take my cpu out and my pc was fine before. I dont have integrated graphics as i am running a R7 2700X. If you know anything that could help, even if its odds of working are close to 0, please comment.
 
My actions in such situations:
1) Test a monitor on another PC or device with additional video output (notebook etc). Make sure that monitor is OK.
2) Disconnect all devices like HDD, DVD drives, card readers etc which potentially could have a short circuit. Remove internal SSD.
[BGCOLOR=transparent]3) Remove, wait a couple of minutes and insert again the Li cell.[/BGCOLOR]
[BGCOLOR=transparent]4) Now look at the onboard LEDs which indicate the power-up sequence (consult the manual). It may give insight when and why this sequence is abnormally stopped, like CPU problem, RAM problem, video problem. Look at the Caps/Num LEDs on the keyboard, do they react on key pressing or not.[/BGCOLOR]
[BGCOLOR=transparent]4) Replace a video card with another one or switch to internal GPU.[/BGCOLOR]
[BGCOLOR=transparent]5) Sequentially test a board with minimal RAM modules, usually one is enough. Place different modules in different RAM slots. This helps to avoid a situation when a particular single module or particular slot is broken.[/BGCOLOR]
[BGCOLOR=transparent]6) If nothing above helps, only 3 components left: broken CPU, broken motherboard, broken power supply. Testing them independently is possible only if you have an alternative PC or the components can be borrowed from other sources. But usually the broken board and/or CPU means that it would be better to rebuild a PC anew.[/BGCOLOR]
 
I tested different ports and monitors on the gpu, nothing, so i put a working gpu in it and still nothing. I disconnected my ssd and hdds, nothing, I have no internal gpu. R7 2700X doesn't have integrated gpu I tested both ram slots with different ram sticks, nothing, ill try the led thing. What is a Li cell?? Thanks for the help btw. edit: nvm about the li cell i already took the battery out and put it back in after 10 minutes
