I Can't access PC Settings, Windows Store, or other apps.

Hello,

In January I bought a Dell laptop with Windows 8. I recently upgraded to 8.1. Now most app tiles have an x on the right hand side of them, and I cannot access PC settings, the app store, and most other apps.
