How to tile windows like in Win 7 Task Manager? (tile horizontally/vertically)

How do you tile windows like in Win 7 where you could select any open programs in Task Manager > right-click > Tile Horizontally, or Tile Vertically?

Dragging each window to the side of the screen to resize it to half-size isn't an option because (1) when that's switched on windows are constantly getting resized when I don't want them to because I move windows to the top or side many times a day and don't want them resized (2) even if I wanted to use it, it's buggy and sometimes doesn't work; (3)you can't choose horizontal or vertical; (4) only resizes to half-screen and not usable for more than two windows.

I always install the "Classic Shell" when I first set up Windows 8.1.
After the install, you (I) can go into Settings, and specify how you want to view Windows.
By carefully going through all the available 'Settings' I can get Windows 8.1 to look and act just like my old favorite Windows 7. What's not to like.

For years, I thought I'd die, with Windows 7 still running on all my PC's.
Then one day, when Win-7 was just being more troublesome than usual, on my Main PC, I tried Windows 8.1/Pro/64, and I found out what a real sweetheart it really is. Now I run Windows 8.1/Pro on every one of my PC's. (even my old Acer One Netbook that came with Windows XP on it. Windows 8.1 installed and is running on that tiny little PC, like a champ.)

I would like to more to 8.1 as you describe your System running under.
Should I create a Clone and try and upgrade to 8.1 on it or just use my non Cloned system to upgrade.
Once upgraded, can / will you help me get to your Classic Shell version running like Windows 7?

Mike, I see you're in Florida, but, , , it's a very long state. ???
If you were anywhere withing driving distance of Ocala, I'd just say bring that PC on down here and together we could install Windows 8.1 for you, after backing up all your data.
It's a thought anyway. :)
