Good morning endeavor. Everything has been working fine for years on Win10 and still is. I have another computer running Win11 Pro 23H2 and have tried all the steps in your great tutorial to no avail. Everything is perfect when it opens. I see all my emails. I click send and receive and it shows 11 emails coming, but it just hangs there. I repeated steps 1, 2 and 3 after finishing, but the same thing. Started from scratch again and the same thing. I also changed WinMail to default. I'm very careful following all the steps. The only thing in part 1after I zipped my Windows Mail folder in Win10, when I went to Win11 there was no Windows Mail folder to delete. I just unzipped the Win10 folder in there. That's what's going on. I must be doing something not right but I don't know what.

If you search this entire thread for 0x800C013E you will also get more than a dozen hits, read them and figure out which one belongs to you, but it all comes down to the same things. Start with reading that 7/2019 note again, good luck (skill) and let us know what you missed - and what you did to fix it.
Hi endeavor. Still no luck so far. I have another old Win10 computer that I tried it on and everything went fine. I actually did it 2 times just to practice the procedure. Win11 still have the same problem. Don't know what else I can do. I'll keep trying though.
Doing an install not using my message store folder will work. I just need to configure my email address'. If I start with my backup I can see all my emails but it won't work. Even if I delete one email address then configure it still won't work. My message store folder is working perfectly on the other machine and seems to be the problem transferring it over to the Win11. I went back and read all 19 posts with 0x800C013E and your spoiler in Post 1. For some reason I can do it on a Windows 10 machine.
Okay that's good, if, you are saying without doing the "Backup/Restore Procedure 1, 2, 3" yet on your Win11 fresh install, and after setting WinMail all up without it, you can get your email Account set up? ...and your Send/Receive is working completely in/out? Is it? Yes? no?
Then, if, it's fully working with the question I asked you above? Yes? ...if Yes, then that tells us something in your Backup procedure, either on the Create, or the Restore may not be being done right. Just because your Win10 setup is fully working does not mean You are correctly preparing it either for the Backup, or the Restore of it, of the procedure 1, 2, 3
Realize the answer to your problem does not have to specifically lie in the write-up for 0x800C013E, it absolutely can be in the Backup/Restore Procedure as well - it's all connected as one since your accounts info (except password) is fully within. All already explained in Post 1 spoilers.
Be sure to read Everything in the post 1 spoiler for the "Backup/Restore Procedure 1, 2, 3" and follow it successfully.
I'm just curious have you ever transferred the "Backup/Restore Procedure 1, 2, 3" from one Win10 install to another fresh install of another Win10? Yes/No? ..actually since it's all the same, have you even done it successfully with any Win7/Win8/Win10 ?

Just because your source is working (which is imperative yes) ..does not mean you are preparing the Backup and/or Restoring of it correctly. Those details to do that are simple yet complex, but are exacting. Everything has to be done correctly to work. It's complex, yet it's easy; depends on you. Everything has to be in its exact place.

Yes - Send/Receive is working completely in/out. Yes - Backup/Restore Procedure 1, 2, 3" from one Win10 install to another fresh install of another Win10. I've done it successfully also on Win7.
It's the end of the day here, but there is something simple then that you are missing.
I cover it all in the whole write up in spoiler upon spoiler of info and examples.
Off the top of my head be sure MSF folder location is accurate; no nesting; your working backup MSF must be first contained in a zip file for all the reasons stated there, but beforehand proven known to be in working order, and known to be working when restored to other OS's; There's to be no unzipping over, onto, or combining target MSF, etc, etc, ...but I'm just repeating myself since I've covered it all already in the tutorial. I'm just trying to get the light to go off in your head to find the issue yourself.
If it's still not working make sure your Account settings in there are all accurate compared to your working Win10.
I'm sorry you are having a hard time finding it. When you realize what you're missing you will see.
In the "Backup/Restore Procedure 1, 2, 3" near the end there is a Last Resort paragraph - You can do that, and set it all up manually and use it that way since you are saying it works fine when you set it up manually.
FWIW though 'if' you actually have another 100% fully current working Win7/8/10 OS with WinMail fully working right now, then doing this Last Resort action on another computer is not really a Last Resort deleting that MSF, because you can create a new one from source and restore it a thousand times over and over and you can never lose anything, if, you do it correctly

Yes endeavor. It is working 100% send and receive without steps 1,2,3, and fully working. When I do use the backup everything looks perfect and all my past emails in the folders are present. When I check for mail it will say receiving 6 pieces of mail or whatever and hang with the progress bar stuck in the middle showing the error message. If I purposely put in an incorrect password it immediately shows the error message with no progress bar. This tells me it recognizes my password but won't come through.
Does any of this ring any bells for you? ...do the same thing to fix it again?
Anyway, the fact that you can set it up manually and it works is the main thing. So seems your issue is with the "Backup/Restore Procedure 1, 2, 3" ...but it's got to be something so blessed easy we are missing here. I want to know what it is so that I can outline it in my directions, if, I already haven't. In the end you will see, it will only take a few seconds to fix/resolve the issue.
fwiw, on all my WinMail setups I do not have Any other email clients installed except WinMail, and, I do not have any other secondary gmail, yahoo, or anyone else within there except my own .com server. This does not mean, and I am not saying you can't use others - all I'm saying is I don't test for their interaction within the "Backup/Restore Procedure 1, 2, 3" operation, and how or if they will transfer properly. As stated in the directions, passwords will not transfer, security, that's perfectly fine, and so it says what to do about that, it's easy and preferred anyway.

I would suggest in your Tools> Accounts> Properties> Server tab:
To purposely put in the correct password, and click Apply. While you're there, check all the other tabs in this area to make sure they have everything the same as your Win10 OS has.
Possibly, check in your control panel, go to Internet Options> Advanced tab, check what TLS options are checked match, but then again if you can set it up manually and it works then it can't be that....
It's gotta be something so simple, really.
PS, also, I don't trust your current MSF backup you're using, make (zip) a brand new one from source, etc.
Good morning endeavor. I got my receiving email to work. I searched for my error 0x800C013E and one site said to find my windows live folder. I couldn't find it but I saw our WinMail folder. So I used the WinMail folder and the instructions said right click it and enter make a New Dword 32 and enter "RecreateStreamIndex" and change the 0 to 1. I did it and then clicked send and receive and my emails came through. I even deleted the new Dword 32, rebooted and it still works. I still can't send out with error message 0x800CCC78.
Unless I'm misunderstanding, I did not know or remember that you had WLM (Windows Live Mail) installed, which is what has that Windows Live folder, which was from one of the Websites you are referring to with those "RecreateStreamIndex" directions. At the the top first page of the tutorial I mention it might be necessary to Uninstall other email clients First to resolve any WinMail conflicts.
I couldn't find it but I saw our WinMail folder. So I used the WinMail folder and the instructions said...
Those 0x800C013E, 0x800C103C or 0x800CCC78 are general error listings can sometimes be associated with Windows Mail, but more often with WLM (which is Windows Live Mail) ..and Outlook, which can be had from being installed in conjunction with each other at the same time.
When it comes to the Backup/Restore Procedure 1, 2, 3, if you have an install of WLM (or any other client) in conjunction with reinstating our vista Windows Mail at the same time, especially if was set default may be problematic, unless you are familiar with the intermingles it may cause and are able to retrofit or reverse them to original values if necessary.
I see from this other post from you made that you also had Mail Washer installed on your source Win10 OS ..and my replies to you afterwards

This situation may somehow and in some way have something to do with those errors, even if you uninstalled it on your source Win10 OS, but it could have left remnant registry values to impede the proper 1,2,3 transfer.
I still can't send out with error message 0x800CCC78
This error is usually fixed by going to Windows Mail Account Servers tab and setting the "My server requires authentication" box.
If we can't find the reason for that error I mentioned above, then in your case or in anyone's case who has MSF corruption of some sort, or other differences on their source OS (even from previous installs of eMail clients etc you've now uninstalled) can prevent the proper 'Restore' of the 1,2,3 procedure, then in that case you can simply use the Last Resort paragraph procedure in the tutorial to get back to virgin 'no backup' status, and move on manually and it will work.
I have everything working perfectly now on Win11 with my backup coming from Win10. What made it work was to enter the registry item mentioned before when all the steps are completed. No more error messages trying to send and receive. Thank you Endeavor for this great tutorial to keep Windows Mail alive.
Thank you nitram2. That extra registry entry you added to make it work for you, no one else has ever had to do that here for "Windows Mail" that I'm aware of yet, but if it works for you then so be it, and nice work to track down and resolve your own issue. I like that, good work.
It may just be on your Win10 source OS where you were doing different installs and made adjustments back then, that somehow even though you uninstalled things, experimented with things you've long forgotten, but remnants may be left over that are getting transferred, that make you have to make that change. It's not a WinMail standard. It seems that somehow your Backup of the 1, 2, 3 Procedure is already corrupted and therefore not able to be Restored properly. You would need to have an even earlier Backup 1, 2, 3 'Before' the corruption took place.
Without that entry (which btw is WLM related) ..you may want to check all your settings in your WinMail 'Account' area are setup correctly. Each person for each different ISP will have different ports to use, different settings, etc. Each ISP will give instructions how to set it up so it's a good idea to review them.

Let me tell of a similar error codes that happened to me in 2021 in case it helps anyone else. At the time it was not specifically because of Win11 since I was more booting on Win7/Win8/Win10, but it did transfer to each.
My ISP upgraded and did migration of their email servers up to the TLS 1.2 security standard, and disabled encryption protocols that no longer met current security standards. The outdated unencrypted TLS 1.0 and TLS 1.1 connections for POP3, IMAP, and SMTP that my WinMail was previously set in Internet Options were disabled - and the very moment they did that it presented me with similar Send/Receive errors (Server Error: 0x800CCC90, Error Number: 0x800CCC18) on my Win7/Win8/Win10 OS installs with WinMail (incl Win11).
Long story short, to fix, in WinMail> ..going up to tab: Tools> Accounts> <highlight the account wanted> Properties> Advanced> ..and in here I had to make some port changes to both SMTP & POP3 to coincide with their new ones given from my specific ISP; also I had to checkmark the 2 SSL boxes there: It's the same settings on Win7/8/10/11

Everything went smoothly since my ISP had a guide for me to follow (so should yours)
In the end I was actually very happy this happened, because it introduced a much better security encryption for my WinMail setup, which before that I was transferring very insecurely.
The "Backup/Restore Procedure 1, 2, 3" will transfer all these 'WinMail Account' settings I had made automatically no problem, as long as you have them set in the Source OS already. However it will not transfer whatever you have set in the Internet Options TLS settings and if they are not already set correctly, you will have to set them manually on source and target OS yourself.
I never talked about any of this much in the tutorial although I do mention it briefly at the end of the: Note: 7/2019
I may make a Note: 2021 soon and mention some of this, I'll think on it. It gets too complicated.
Realize every ISP and POP mail provider on the net all give specific directions for using their own POP3, IMAP, and SMTP and how to set your client settings up to match theirs.
So when I say in this day and age that anyone using this tutorial to reinstate our wonderful, but old Vista/Win7 WinMail (Windows Mail) client, is for advanced users - I mean just that, and they will have to have the wherewithal to research and navigate their own WinMail network and Account settings themselves please. Having said that in hindsight it's always simple to do

After some messages via this forums direct messaging system, member nitram2 in conjunction with some of the above information said he was additionally able to solve his problem, by implementing the procedure which I've now outlined in a spoiler in Post 1 of this thread. Look under the spoiler ''Time Line Notes'' and then look for another spoiler called "Alternate: 'Windows Live Mail' Error 0X800C013E After Update 2004 on Windows 10" for more information.
