How to open ports and do port forwarding in Win 8.1 ?

Okay I am trying to configure a SIP Phone system on my desktop and I stuck with open a port and how to do port forwarding.

  1. First how to I open a port and verify that that port is open ? Suppose I want to open the port 9000 for both TCP and UDP incoming/outgoing connections. So, correct me if I am wrong, I go to the firewall setting and add two rules for each protocol ie. four rules in total, 2 for inbound and 2 for outbound. Now, how I verify that the ports are open ? Is there any test or bench-marking application that will allow me to do that ?
  2. How do I do port forwarding in Windows 8.1 ?I have seen the post here. But the problem is that only the destination port is known to me, the destination IP maybe dynamic. Also is there a way to port forward inbound connections to a VM from the Window firewall ?

Thanks.

This is how i did it:
I just did this, for instance minecraft's port: 25565, i opened a port on, Ranged-Port that, the starting port i put 25565, and the end port i also put 25565, for the device id, i went to cmd, and i typed in ipconfig, and looked for the IPv4 address under "Ethernet adapter Local Area Connection" then i entered the last 3 numbers, (the protocol i put both), and then i put true under enabled.

Note: This is my internet provider, your's may be way different, i hope this helped

I don't have a router. I have installed Asterisk PBX on a VM but I need to port forward incoming requests on port to 5060 to my VM.
