Here you go, download the zip file, right click, open properties, unblock, apply then extract it:

I use GIMP to create .ico files(icons).
But if you don't need to work with graphics, and you are looking for a site to convert to .ico go here: Convert your image to ICO format
You can also convert sound files to .wav for custom system sounds(which is how I found this site,)
