If everything is legit you should have all your product codes on hand and activation shouldn't be an issue. I've reinstalled Windows and Office numerous times and never had any activation issues. Even when switching to a different version of Windows.
It doesn't matter if you activate online or on phone. As people are trying to say, if its legitimate, you shouldn't need to ask these questions. Office 2013 will work on any windows OS as follows:
Windows Server 2008 R2
Windows 7
Windows Server 2012
Windows 8
32-bit Office can be installed on 32-bit or 64-bit operating systems and 64-bit Office can only be installed on 64-bit operating systems.
Activating MS Office 2013 is as easy as installing it, it happens silently in the background. Unless of course something you are using isn't legitimate. There wont be a problem.
Initially I thought you were trying to save time and create some kind of all in one installation of office/os
So the short answer to your question is: Activating is as easy as installing. No tricks, no fuss, no phone calls. The only reason I can think that you would need to call and activate Office 2013 is if you blocked your OS or office from contacting MS online, this would be a suspect thing to do.
