In Control Panel, go to Hardware, select "Clock, language and Region", switch to English(UK). I think you have English(USA) at the moment.

If you mean this pound sign,#, it is shift + 3. Most keyboards have them printed above the numbers at the top of the keyboard.

The actual "pound sign" looks like a large script "L" with a wavy line through the center. That key does NOT exist on standard (U.S.) keyboards.

What nearly everyone in the U.S. refers to as the "pound sign" is the "#" -- and is really the "number sign". On US keyboards, that is entered using Shift-3.
