I'll give them a try. There's always been this issue since Vista of icons in a folder being displayed in "list" format. Even when you selected small or large icons, the setting never lasted. Was that ever resolved? It was never a problem in WinXP.
+1 for classic shell it is my go to software for getting rid of metro. also for the view problem try setting your view then closing that window not just clicking back and then windows should remember it.
Obviously, the advice in the thread is of interest to you. But, in your op, do you mean the drop down bar in the file manager? I cannot quite relate to any other "drop down" menu bar in Windows 8/8.1
? Which. My link? No That is a third party program with a file explorer which could be customised a little more. It was useful in earlier OSs but , imo, has lost its main advantages.
Truth is, I am still not100% clear what it is the OP is missing!
