Solved How add Quick Access Toolbar?

I cannot minimize or exit a program from the top right hand corner of a program. Something seems to be missing. And it may not be the QAT!

I had to reduce the desktop resolution to get to where I would toggle full screen mode off.
Then I changed it back to the higher resolution. I had to cut the resolution in half to get to the menu where I could get out of full screen mode.
Above is solution from another source.
