My Win 8.1 has Gmail installed.
I have tried to uninstall it to no avail!
Tried to download & install IE but it is blocked!

What do I do to get rid of Gmail & Install IE?

Do you mean Google Chrome perhaps? Gmail is a E-mail host, not a web browser.

IE is always installed. You should be able to uninstall Google Chrome via Control Panel, Programs and Features.

Gmail is a mail service not a browser so it must be installed onto a mail client or in a browser.

You will need to need to explain a little more of the situation or provide some screens shots as what you have originally posted doesn't make sense.

On my Win7, Win8.1, Win10, Mac OS X and Linux Mint computers Gmail is simply a Web page in my browsers. Internet Explorer should be in the Windows Control Panel, Programs and Features, and the Turn Windows features on or off section. Internet Explorer will have a checkmark if installed, no checkmark if it is missing or uninstalled. Put a checkmark on it if missing. I have unchecked IE, rebooted and put the checkmark back, got IE installed again. It's also quite possible an infection of some type has screwed things up, am just rebuilding a client's computer for that reason and a few more missing items.
