Solved Flatten Folder Hierarchy?

Not sure if everyone uses the same meaning of that term, but I can't find anything relevant to my interpretation of it.

Back in the good old days of DOS there was a nice little app called PCTools which had a feature that enabled moving the content of sub-folders up through the folder hierarchy so you could in effect move everything up to the root folder.

Short of manually cutting and pasting is there any tool or method that can provide that function in Windows?

I've tried the FOR command but with no success.
