Explain what you mean and why?
I mean there r programs that show ur ping to the server in mile seconds to other people, what i want is that i want to know if there is a way to fake that ping since its the pc that calculates your ping so that others wont be able to see your actual ping but another fake one.

Your question is very vague and I'm not quite sure what you wish to accomplish doing this but here is my thoughts on this

Note   Note
As long as you are only doing this on your own network it is Legal and the dream police will not bother you

All of the stuff below is just an idea and a place to start using google.

Since routers use MAC addresses you could use a Packet crafting tool to create a packet or record a packet then replay that packet, I have played with Kali Linux on my network but have never tried this and I'm not sure how you would get any response since the packet is intended for another computer and that that computer has no idea why it is getting a ping response so it would normally drop it.

You could try Arp poisoning.

You could read up about Man In The Middle Attack which uses as Arp poisoning.

The only way I know to accomplish what you would like to do is by running Linux and a good couple of hours reading, I run Kali Linux using VMware with 1 processor and 2 Gig of Ram.

Only by using a proxy server or VPN
Am afraid that is not possible as using such things will make your ping go higher as it uses a tunnel to another country then send data back to you which takes more time and higher ping.

If your using a proxy the server will see the proxy as your IP and ping that if it's close it will be fast
Any proxy programs u'd recommend? Preferably free.

@midou35000

Over the years I have learned that why you want to do something often has a great bearing on how it is best done. Otherwise suggestions often get nowhere without addressing the real issue. I really don't understand what you are trying to accomplish. Who are you trying to fool with this?
