Error 80070005 so no win 10 upgrade for me

When win 10 told me that I would not get an upgrade because I have error 80070005, I found out that I have not had a successful upgrade for 6 months. It probably explains why Norton keeps having me reboot my computer all the time, and why I haven't been able to reset my OS.
Can anyone help me?

temporality disable Norton and see if you can get windows updates installed
