Does this happen with WinRAR from every folder? It sounds like a permissions thing, but I would not mess with folder permissions in Windows 8 unless I had to. But you can make a "downloads" folder, and set the permissions to "Administrators" for that and see if it still happens. From there we can figure out were to go.You can also try "unlocker" - You can get it at Major Geeks. It detects as a virus in some AV but it is safe. It has to take ownership of the object you use it on, sometimes AV apps detect that ability as a virus.I dug around more, and it seems like this is a common problem when INSTALLING Windows 7 (And Probably Windows 8 as well as it uses some of the same installation steps).The best I can find, is that you have some kind of Install process that never completed right, and it's still running, locking out access to the drive. That just from the bits and pieces of the discussions I found. There is no MS Technet discussion of it. Microsoft like to name and number these errors, just to identify that there have been 80,070,570 (80 MILLION) kinds of Windows Errors. They assign a 0x800... number but never tell you what the frell it MEANS. </blockquote>
