Enable video card driver in Windows 8.1 in Safe mode

I want to be able to adjust my display colors while in Safe mode in Windows 8.1. Ideally I'd like to use f.lux for the purpose. Either way I have to enable the video card driver (Intel (R) HD Graphics). In this thread there is a registry solution "How can you make the sound work in safe mode?" for Window Vista, how to adapt it for my case.
