Unfortunately there isn't a driver for that. Those either work or don't work depending on the laptop. For me I use Dell laptops and my function keys work in Windows 7. There might be a setting in the UEFI firmware for it. (There is on my Dell laptops)

I would like have Windows 7 in separate partition, but reading through this thread has me all confused. I have a full install 64bit Windows 7 disk with a license key. I've never partitioned an active drive before and would like to get this done in a way not to void the warranties on this relatively new system

Hello HankS and welcome to the forums..

First go into control panel > recovery > create a recovery drive.. This will write the factory recovery images to a USB stick,, Save it for just in case you ever need it to restore your system back to factory setup..

then you are going to need to shrink your C drive by about 60GB / 100GB to make room for windows 7
then you create a partition in the free space you just created above, then install windows 7

You will not void any warranties by installing another OS or any software..
then install

Thank you, kyhi. Will be making an image of the volume C and a USB recovery drive just in case.

you have to shrink the partition next to E and then drag the E partition out to fill the space

|------ C ------|------ D ------|------ E ------|
|------ C ------|---- D ----|-------- E --------|

^^Under Windows 8.1, Windows 7 , or both?

Does the problem stop after a while, say 5-10 mins the usage goes down to normal?

Under Windows 8.1:

Go to Charms--->Settings--->PC Info, post screenshot
Go to task manager (Ctl+Alt+Del) -> startup tab, post screenshot
Go to msconfig --> Services tab ---> Check "Hide all Microsoft services" -> post screenshot

Under Windows 7:
Right click "Computer" from start menu, select properties, post screenshot
Go to msconfig --> startup tab , post screenshot
Go to msconfig --> Services tab, check off "Hide all Microsoft services", post screenshot.

If you could do all of the above I can try and help you out.

Can you do this under 8.1 as well please and include the startup screen of task manager under 8.1 and startup screen of msconfig under Windows 7? It doesn't look like the services are causing any issues, so maybe the startup is the culprit.

For Samsung Settings, try downloading this and finding the option to install Samsung Easy Settings for Windows 7.
