Does Windows "cloud" your WiFi known networks list?

I just set up a new tablet like 2 days ago and some of the restaurants I went to in the past appears on my "Known Networks" list. Does it store the SSID/passwords somewhere in the cloud or something? I don't remember seeing this feature on outlook/onedrive website.

No. The OS remembers last connected network connections. Along with Passphrases, so you can connect back to them. That is if you have checked to remember that connection.

Hmm...there has to be something extra going on. I even have "remembered" connections that I have no clue where they are!

Is there a feature that auto-connects / remembers nearby networks? Like perhaps I walked by a hotspot and the computer was on, finds the hotspot, and remebers it?

Anything related to your profile will be saved if you log in with a Live account, because Windows 8 uses Roaming profiles. If you log in with a local account, nothing gets saved as a roaming profile. Any Network you log into, will save with your profile if you are logging in with a Live account, but not as a local, because the OS then remembers that info.

Also remember that the device is constantly searching for Access Points to connect to. Especially if you have the network setting set to always be searching for active connections.
