Does Win10 support the old Windows FTP?

Since I can't get on the 10 forum I'm asking this here. I've written a couple of utilities for my wife's club (upload passwords, upload newsletter) that uses the Windows FTP facility. They quit working for the two users who have upgraded to 10. Has it changed or have they quit supporting it?
 
Are they using FTP through their browser or through a third party program?

The OP can clarify but I inferred that he is using the command line ftp. Probably via a batch file or script. I searched around for cli ftp and ftp.exe and could not find any indication if it is or isn't included with Windows 10. It is on Windows 8 so I don't know why they would bother to pull it.

My guess would be if they are downloading something onto their systems or write some files under the Program Files directory, it may be a permission issue. But the OP has to give more info.
 
On my system that was upgraded from Win 8.1 to Win 10, I do find ftp.exe so it may be a case where a clean install of Win 10 does not install ftp.exe but an upgrade keeps it if it was already installed.
