Hi, I've got a nice collection of wallpapers that I would like to use on both the desktop and the laptop. Where should I be placing the pictures if I want Windows to synchronize the 2 machines (same user login) so that they both have access to the same wallpapers and screensavers? Do they need to be placed in the cloud like OneDrive? And what if I want to add a new image to the directory... will they both be updated?

If you want to have access to change them on either machine, you will want to put them in your OneDrive. If you only need to set the wallpaper one machine and have the second pick up the change, then no, you don't need the files on OneDrive, you just need to use the same account, as Brink mentioned.
