Credentials needed to share network computers

Have a Vista and Windows 8.1 computer on home network (Workgroup). I want to be able to have access to each others "Public Folder." When I try to open the other computer via network, I get a prompt asking for a password (credentials). Neither computer uses a password. Is there a way around this?

For both PC's:
Control Panel-> Network and Sharing Center->Change advanced sharing settings

Thanks that did do it. Will this effect security between users on this computer. I don't want users having access to the administrator's account, which is password protected.

Try to right click on the drive/folder that you want to share ->properties->Security then change the permission from there.
