How do I create my own global groups (like Administrators & Guests) without a domain (OS Win 8 Pro)

I would like to be able to create custom GPO's and this can't be done with normal groups (only 'administrator' and 'non-administrator')

Be sure you understand that all groups created on an individual computer are local groups. Other types of group require a domain which requires a domain controller running on a server OS.
