Control Panel App doesn't show up nor open

is there a solution for this coz i really like it at first glance coz its a full screen control panel and i like that metro style

Do you mean that the Control Panel app is not on the Metro Start screen?

If so, then you could create a Metro Apps shortcut from the first tutorial below, create a shortcut of Control Panel to pin to Apps, then pin it from Apps to the Metro "Start" screen in the second tutorial below.
