Here's How:

1. If you have not already, you will need to take ownership for Administrators first with the Replace owner on subcontainers and objects box checked, then set permissions to "Allow" the Administrators group "Full control" of the {26EE0668-A00A-44D7-9371-BEB064C98683} key in the registry (regedit.exe) below.
HKEY_CLASSES_ROOT\CLSID\{26EE0668-A00A-44D7-9371-BEB064C98683}
HKCU_Registry.jpg

2. If you have a 64-bit Windows and have not already, you will need to take ownership for Administrators first, then set permissions to "Allow" the Administrators group "Full control" of the ShellFolder key in the registry (regedit.exe) below.

NOTE: This step does not apply to 32-bit Windows.

Code:
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Classes\CLSID\{26EE0668-A00A-44D7-9371-BEB064C98683}\ShellFolder
HKLM_Registry.jpg

3. Do step 4 or 5 below depending on if you have a 32-bit or 64-bit Windows 8 installed.

4. If you have a 32-bit Windows 8, download step 4A, 4B, or 4C below for what you would like to do, and go to step 6 below.
A) To Add "Control Panel" to Navigation Pane
32-bit_Add_Control_Panel_to_Navigation_Pane.reg
download
B) To Remove "Control Panel" from Navigation Pane
32-bit_Remove_Control_Panel_from_Navigation_Pane.reg
download
C) To Restore Default "Control Panel" in Navigation Pane
NOTE: This is to only have the Control Panel display in the navigation pane when you have Show all folders checked.
32-bit_Default_Control_Panel_Navigation_Pane.reg
download

5. If you have a 64-bit Windows 8, download step 5A, 5B, or 5C below for what you would like to do, and go to step 6 below.
A) To Add "Control Panel" to Navigation Pane
64-bit_Add_Control_Panel_to_Navigation_Pane.reg
download
B) To Remove "Control Panel" from Navigation Pane
64-bit_Remove_Control_Panel_from_Navigation_Pane.reg
download
C) To Restore Default "Control Panel" in Navigation Pane
NOTE: This is to only have the Control Panel display in the navigation pane when you have Show all folders checked.
64-bit_Default_Control_Panel_Navigation_Pane.reg
download

6. Save the .reg file to your desktop.

7. Double click/tap on the downloaded .reg file to Merge it.

8. If prompted, click/tap on Run, Yes (UAC), Yes, and OK to approve the merge.

9. Restart explorer, sign out and in, OR restart the PC to apply.

10. If you like, you can delete the downloaded .reg file if you like.

That's it,
Shawn
