computer ultra SLOW. System Interrupts. how do i stop it

So, I am at my Wit's End with this issue.My gateway nv53 laptop had Windows 7 on it, and it was very slow. Took like 10 minutes just to get going. I just installed windows 8.1 on my Gateway NV53. I noticed that it was super SLOW and laggy EVEN AFTER A FRESH OS INSTALL.I removed a lot of the unnecessary services by following Black Viper's guide. Page not found » Black Viper | www.blackviper.com it was STILL SLOW.Then I realized that the computer wasn't using my GPU. So I installed the latest drivers from AMD. That improved my screen resolution and made the display clearer, but it was STILL SLOW.Then i opened task manager. Went to Processes, and I found this process called SYSTEM INTERRUPTS. It uses 40% of my cpu! I repeat 40% of cpu!I can't even disable! WTF.Why in the hell would microsoft make a process that interrupts my system and makes it slow?Is there anyway to disable SYSTEM INTERRUPTS??

How old is the laptop or any of the hardware devices that may be attached to it? System Interrupts handles interruptions to the OS. If some part of the hardware misbehaves, this interrupts the system. The OS then tries to handle the interruptions.
