Change SYSTEM Language to English

Does anyone know if this is possible? To be clear I am not talking about display language or input language as there are many posts about this.

Currently my settings are as I want them:

Display language : English
Input language : English (United States) - French
Format : English (United Kingdom)
Location : France

I did a clean install from USB (upgrade from OEM Win 7 Ultimate). My language was reset to French - probably as the original Win 7 machine was bought in France. I have changed the input/display to English but whenever I install software (today GoogleDrive, Dropbox, Lenovo drivers) the language picked up is the system language.

Is it possible to change this?

Thanks, I already had that set to English (United States) though. I've a feeling it is not possible at all to change the system language - I could never do it Win 7. I was hoping a clean install of Win 8 would do as it says but perhaps I needed to buy the full retail version.


I tried looking for the work "language" in the registry but there are too many instances and I don't know what they are for :)
