Can't import .csv file in Win 8.1

Can't install .csv file into firefox with windows 8.1. Tried the "about:config" change to "true" setting but still doesn't work. Noticed the same issue with linux as well. Is there a way of fixing this with some kind of system file hack?

What exactly are you wanting to do, import a saved passwords file in .csv format? What is the error message you're seeing on screen?

CSV File? The only one I've ever used, is when I export my address book from one of my Email Programs, and then I Import it into another Email program. For any other purpose, I've never used a CSV file.
Please explain in more detail what you're trying to do. Please!
