I had 8.1 installed, and did the update from 8/12/2014 and now I can't change my date and time from the desktop, it gives me the following message;

You are attempting to open a file type of 'System file' (.cpl)

These files are used by the operating system and by various programs. Modifying or editing them could damage your system.

More options

So what do I use to open and run it?

Windows 8.1 is becoming a real hassle to deal with :mad:

I just tried this and the date changed OK. Strangely though immediately I got a notification in Action Centre saying "Click here to enter your most recent password (important)". Clicking on the link just took me to the "My Accounts" in "PC Settings" section of the modern UI with nowhere to enter password. Odd.

You using a microsoft account? Are you part of the administrators group? Have you changed UAC settings?

As a matter of interest do you not automatically update the date and time?

Using a microsoft account and yes it is administrators (only person using this PC)
It was on automatic, I tried it both ways, same result.

I fixed it, as I was responding...
it allows you to use a program to open it

I clicked on always use at top and then
selected control panel

and it worked
strange though my .cpl files were being opened by Windows file conversion utility instead of control panel, I had to re-associate it

thanks for replies
