I don't know what may happen, but I think it worth to try:
First of all, go to C:\ProgramData\Microsoft
and copy the Default Account Pictures folder and then rename it to any name, after this open the original Default Account Pictures folder and delete the picture and the data file which belong to the user and try to change accaunt picture :)

Gelashvili - I'm not sure I understand. I tried some variant of your instructions, but wasn't sure what you meant. Still can't change the lock screen and user picture. I copied the folder, but it was named USER Account Pictures not DEFAULT Account Pictures. So I copy the folder - to where? And which one do I rename? And from which to I delete info?

Hi,I have the folder called default accaunt picture:Screenshot by Lightshot
Copying default accaunt picture folder is for backup,and...when you have copied the folder then delete the default accaunt picture folder which is original[located in C:\ProgramData\Microsoft].
I hope it's simple to understand for you now :)

Unable to change Local Account Picture in Win 8.1

Hi,

I am unable to change my profile picture in my Win'8.1 64-bit PC. It shows the error as below
Account picture error
Setting the account picture failed. Please try again.

I tried suggestion given in earlier post, but it didn't help. In fact, perhaps as I am sole user/account on my PC, it doesn't create a User Account Pictures folder under C:\ProgramData\Microsoft folder.

Have attached screen-shot of error, if it helps. Hope there's another solution to this issue !

Ramesh

I know this is 4 years old. I spent 6 hours trying to change the User account pictures in every which way possible on Windows 8.1. This Quick User Manager was the only thing that worked. I used a 448x448 picture. Posting this for anyone still looking for a solution. Hope this helps.
