c drive -Huge folder named as random letters and numbers

There's a folder in my c: drive with a long name composed of random letters and numbers. It has a very huge size of 4.84 GB.

It belongs to Microsoft as it contains windows6.1-KB976932-X64 cab file and another cab file. Can I delete it safely?

I have already run disk cleanup and ccleaner but they don't remove it.

I have installed all the requisite updates that are available for my windows 8.1 x64 bit OS
 
I created a directory in my OS and my data partition labeled "TestDel[x]" where X is either C or D. I move questionable directory into that TestDel directory, wait a week or two, if nothing complains or ceases working, I then finally delete the not-needed directory. I have moved similar funky directories into TestDel and finally deleted those funky directories from within TestDel after 1-2 weeks.

I can't really tell by the graphics because of poor eyesight, however, it appears you and I have encountered such folders. However, for each of my three computers, I have two usb ext HDs containing OS partition full image backups. Take note, best to have backups before experimenting.
