BSOD is in continuous loop & keeps restarting

I keep getting this message on my Windows 8.1 Start up.


"Your PC ran in to a problem and needs to restart.We are just collecting some error info, and we will restart for you (0% complete), That's as far as it gets and keeps restarting. I tried to fix it and gave up. I took it to a repair shop and he can't fix it either because he can't get to the Windows product key on the motherboard.

I bought this 4 months ago. If's a Dell Inspiron 15 3531 x64

I am really sorry for the delayed response . We all are very busy here and sometimes things just get in the way...

What is the message on the Blue Screen? Could you please upload a screenshot? Did you try re-installing the Windows again? Did this start abruptly or did you do something that might have caused this?
