With a budget of US$310 (Rp. 3.000.000), she wants a slim laptop, not too big (bigger than 13 inch) not too small (smaller than 11.6 inch).

What laptop should i choose?
She is an average PC user (sometimes even below average), uses Photoshop just to view PSD files (marketing brochures), do some college homeworks using word, excel, and powerpoint.:D

Does she have to have a laptop? Laptops have smaller keyboards, smaller screens, are more fragile and "age" faster then desktops. Everyone I know who has a laptop wishes that they would have gotten a desktop instead, UNLESS portability is essential...

She needs portability. She already has a tablet and a Work PC.

Do you have frequent discounts off list, or "regular," prices in Jakarta? Don't know how to respond without knowing. It not too unusual to see laptops pretty heavily discounted in the USA. For example, look at the HP 14" Sleekbook in this add. The "regular" price at Hewlett Packard appears to be about $590. I know your budgeted price is lower than $378; I am just giving you an example of why it hard to recommend given a budgeted amount and the effects of discounting.

OK, but do you want to pay "list" or "regular" price for the machine? We can't know what sort of discount from this price you may get in Jakarta.
