I am posting this as I spent 7 hours looking everywhere for a solution. I was almost convinced I was unable to figure it out, or the BIOS or UEFI was toast etc. Turns out that sometimes when doing a fresh reinstall, the computer adjusts the hibernation settings. Now, it took some to get to cmd prompt as admin as I rebooted and went black each 1 minute. But finally, I got the correct command in to turn off hibernation and it took effect immediately.
So, this was actually an easy solution that took the time of a really bad issue. If this happens to you, try the hibernate setting before you reset BIOS or your motherboard!
