Solved Apps stopped working

My apps suddenly stopped working..I downloaded and ran the app store troubleshooter and it detected 2 problems..security changes and settings..it said that it had made changes and so I restarted and still the apps don't work..I re-ran the troubleshooter again and again it said it made changes to my system..still no change.
I ran sfc/scannow and the integrity check came back normal no issues found. I can run the administrator apps...resource monitor/disk cleanup etc etc but anything else/windows store/weather/mail all don't work..anymore advice would be appreciated.

Edit: I also attempted to "refresh" the PC and it encountered a problem and couldn't complete it.
So that may be another issue I'll have to ask about.

As stated in my first post already ran the troubleshooter and it found issues but nothing got repaired...it said it made changes to my PC when in fact it hadn't..I re ran the troubleshooter 3 times each time same issues came up...I also attempted a refresh and it was aborted due to a problem unknown. I will re-run it and ry and post back the issues it found.

This is what I get when running the troubleshooter...last issue seems fixed but first 2 remain and come back each time I run the troubleshooter.

Windows is activated/I can get to PC Settings that all works fine/restarted numerous times/connected to Internet/signed into PC with Microsoft accct/cant get to the store so don't get any error messages/screen resolution is good/cannot clear store cache

How about trying to reset windows store by using wsreset.exe

I did the win reset via the run command and that actually got the store app to open but no other apps yet work.
I also did the sfcscannow and it didn't find any errors.
The UAC is enables but its at its "default" level..I did lower it then rebooted..then changed it back to default and rebooted just to see if it would help..still the same..can at least open the store but no actual apps work yet. I can use the Administation tools tiles just no apps.
Just wanted to say I appreciate all the help.
Pretty lost as to what to try next.

Ok just thought I would try to install a new app..I tried installing ebay app and got this error. 0x800070002,I also created and tried a local acct instead of my Microsoft acct but that didn't change anything either.

Steps done and answers gotten:

1 Ran the troubleshooter and already posted results/same result each time.

2 Windows is already Activated and doesn't give me an option to _re-activate.

3 PC Settings isn't broken,I can open it and get into it no problem. I did follow the steps and went to step seven for the elevated command prompt/ran that no issues with PC Settings I can get into that no problem.

4 I do not use a roxy,I have however tried the apps with the firewall and AV disabled/no change.

5 I restartd the PC and restarted Explorer both,no change apps still wont open.

6 I have signed in using both my Microsoft acct and a local acct neither one made any difference,still cannot open apps.

7 Same as above..used my Microsoft Account

8 Resolution is 1366X768 (Recommended)

9 Internet is connected and works(using laptop to post this)

10 UAC is enabled,set at default level.

11 Windows update is set in services as "Automatic"

12 I use Norton AV and it controls the firewall. I have disabled it and tried the apps,still no difference.

13 Everything is set to be trusted in the apps,also as stated in#12 disabled but no change.

14 Date and time are correct/I re-set them both just to be sure I followed each step.

15 I have 1 app that needs updating but it fails to update.

16 Followed the steps to re-register the store..store opens fine but the apps stay the same/cant use them.

17 Cleared Store cache/no change

18 App Licenses are synced and updates set to automatically download.

19 AU Install agent folder is where it is supposed to be.

20 Morphological Filtering is off in CCC.

21 Tried uninstalling and re-installing Kindle but Install failed with Error Code 0x80070002

22 Ran the sfc /scannow no issues were found.

23 The publisher is Microsoft as the apps that don't work came with the laptop Email/weather/calander etc etc.

24 System restore for some reason isn't available.

25 Have tried doing the Refresh but encounters and error and cannot be completed,doesnt give me an error code for this.


Each step was followed and no change,I click the app icon IE: Email and it moves the tile but doesn't open,no error message just doesn't open same with calander,Weather,People,Messaging,News etc etc.

As a test, create a new Microsoft account and sign in to it, and see how the apps work. This will help see if it's a global issue, or just an issue in your original MS account.

Created a new Microsoft Account and same issue.
Apps don't work but Admin stuff in the metro screen do/PC settings work fine.

Just as a sidenote I went in and checked the system configuration..it shows as "selective start up"...I changed it to Normal start up witch loads all devices and drivers after rebooting I check it again and its back at selective start up...I have never changed it to selective start up so I'm lost as to why its stuck their. That could be one of the reasons for aps not working if it isn't loading everything it should.

Nar, Selective startup has remained selected since Windows 7 for whatever reason. As long as both load items are checked under selective startup, it's essentially the same as normal startup.

Thanks for the replies..started system recovery according to the tutorial but its stuck on HP software install and hasn't asked for any recovery discs yet..how long does this process usually take or can you direct me to the forumn for recovery help.

If haven't already, see if the "Recovery from Windows 8" option in the HP system recovery link above may work for you. This will use the recovery partition on your hard drive instead.
