Solved Apps are not opening :(

Hello, In my toshiba win 8 laptop the windows apps are not opening... i restarted many times but it hadn't solved till now..! the problem is with administrator account but when i switch to a local account it has been working... so please help me to work in the administrator account tooo !!!!

No ways are helping me !! So let me refresh the pc ! if that also show error what is the way ?

When i click on check for solutions to this problem a small box appear n disappeared soon

It looks like you may need to reset Windows 8 instead then to start fresh again.
