Solved Am I activated or not?

Hmmm.

I'll have to bring the image back over, but I'll have a look at that later, Noel.

Thanks.

MS may be having issues or doing upgrades. I have had some web pages not display from microsoft.com and the (SysInternals) TechNet site was down with SQL server issues. I would wait a few hours and try again. -WS

Ah... that message rings bells :)

(this is from Win7, so will need adaptation for Win8 - but I've had too many whiskies to do it tonight <eg>)
The problem almost certainly lies in the permissions for the AppData folder in the NetworkServices profile.

Let's check
Open an Elevated Command Prompt window, and run the following commands

ICACLS C:\Windows\ServiceProfiles\NetworkService\AppData
ICACLS C:\Windows\ServiceProfiles\Networkservice
ICACLS C:\Windows\ServiceProfiles
ICACLS C:\Windows
ICACLS C:\Windows\System32

post the results
Here are some instructions to make life easier :)
1) To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.
2) To run the commands easier, highlight the block of commands, and right-click on the highlight – select Copy. In the CP Window, click on the black/white icon at top left – select Paste. The commands will run but may not complete the last command, so hit the Enter Key once.
3) To copy the results... click on the Black/White icon in the top left, and select Edit... 'Select All', and hit the Enter key - then use Ctrl+V or r-click+Paste to paste it into your response.

By confusing teh issue with apparently irrelevant 'fixes' to problems other than the one afflicting the OP?
