Add Taskbar icon to .vbs

Hi,
I have created a VBS file, when i open it in the taskbar i get the standard 'Icon Missing' Type icon in the taskbar, and was wondering how to change it to a custom icon, like the one bellow (from my school)

Did you try creating an actual shortcut to the .vbs file then right-clicking it and choosing Properties then Change icon? The icon you want to use has to be on the HDD in a Folder, usually in the same Folder as the file, and you'd choose that icon. It's best to save the icon as a .ico file and adhere to the size limit for it, can't be very large. Most icons associated with programs are embedded in their .exe file, maybe in a .dll file.
 
I have done this, the shortcut is what is opened, the icon is in the same folder as both the vbs and the shortcut.
How would I convert to an exe or use dll's
