Can't get rid of virus/Malware with fresh install of Win 8

Hi guys,
This is my first post on Eight Forums so go easy on me.
I am trying to do a fresh install of windows 8 on my Toshiba satellite laptop after failing to rid it of something called (istartsurf) which seems to take over my browser everytime i fire up internet explorer.
I created a boot usb drive and proceeded to reinstall win8. I chose to wipe everything and set the laptop up as a new pc but when the install had finished and everything looked shiny and new, low and behold the istartsurf issue is still there as soon as I open up internet explorer.
Where is this virus hiding and how is it making it back onto my new install?
Can anyone advise me where I am going wrong with getting a brand new install virus free?

I came up with the same results when I did a google search, but I was a bit weary of downloading more items connected with this virus and ending up with more rubbish on my laptop. I suppose I have nothing to loose trying some of the removal methods now I have reinstalled a fresh copy of windows 8. It was just annoying me how it managed to survive the wipe and reinstall.

Have you already tried download any of the following tools?
