How to get rid of this security icon?

I can't run an exe. file. And I think the exe. program was blocked by the security system.(There's a little security icon on the right corner). I've tried turning off the firewall or other security software. However, I still can't open the exe.file.
Can anyone helps? Thanks a lot

There is a security feature in Windows that control this shield icon: User Account Control.

It has 4 levels:
1. Always notify me
2. Notify me only when programs try to make changes to my computer
3. Notify me only when programs try to make changes to my computer (Do not dim my desktop)
4. Never notify me.

Try adjusting the User Account Control (UAC) settings on Windows to default or never notify me - depending on your confidence in your security.
