    1) chances are there is something wrong with your computer. You either have a corrupted install, or something corrupt in the computer or hard disk. You can try re-installing. It could be driver related as well.

    2) You can't uninstall it, though you can turn it off. In Services Control Panel just turn off the Windows Defender Service.

    3) It's on your PC because it's a built-in part of Windows 8.

    4) It's not responding because something is locking it up. Either a bad disk, a corrupted file image, who knows..

It could be that your install media has a data error in it.
Or that or something you are installing is messing up some system files.
Or you have a hardware fault, bad RAM or a failing hard drive.
I would download the Windows 8 ISO again, burn a new disk, and try one more fresh install.

If you can get to the settings tab in Windows Defender you can turn it off.

The message "Couldn't start the Windows Defender Service" is not standard, so I would suspect a virus in your download, which is reproducing a poor replica of the correct message.. Where did you get it?
Normal message would be something like "Windows could not start the Windows Defender service on Local Computer. Error...xx"

Just tried this - Correction! It is standard.

Burn a new disk = Create a new install DVD from the downloaded .iso file

How did you install the OS? If you ran the installer and chose to keep all your files, it's possible it's an actual virus. However, if you chose "Install from media" or similar, the program downloaded a .ISO file which you had to burn to a DVD. If you have no idea what this last part means, you probably didn't do it.

I suggest you download the installer again, and this time choose to keep nothing. Remember to backup all your important stuff on an another harddrive. Most of your problems should be fixed like this.

Defender has been around since XP I think. I always disable it as soon as I install Windows. I was experiencing freezes in W8, but I just turned off the Windows Firewall and Windows Defender. Hopefully that will help.

The Defender in Windows 8 is not the same Defender that was in Windows XP or Windows 7. The Defender in Windows 8 is the equivalent to Microsoft Security Essentials. Microsoft bundled MSE with Windows 8 and renamed it Defender. It probably seemed like a good idea at the time but renaming it Defender is causing a lot of confusion as to what it is and what it does.
