Solved no matter what I do action center messages won't go away

I upgraded windows 8 to 8.1 today. It was a total nightmare at first but turns out it installed wrong intel drivers - which turned my laptop into a potato until I uninstalled them manually.

Anyways, I turned off smartscreen, uac and many other disturbances yet even though I turned off all the messages about smartscreen and windows update in the action center, I still get the "solve pc issues" notifications and they just won't go away unless I turn on smartscreen and change windows update settings to auto update (which I don't really like - I have a limited internet connection)

I am so annoyed by this. Is there no way to turn off these messages about smartscreen and windows update completely?

If it doesnt want to go away then you can hide the icon if it is annoying you because that looks a registry problem or you are not the administrator. to hide the icon and notifications:

If it doesnt want to go away then you can hide the icon if it is annoying you because that looks a registry problem or you are not the administrator.

Oh but I don't want to shut the whole thing down, I actually like it when it reminds me about updating the windows defender.

I am using an administrator account. Weird thing is though, I just used one of the .reg files found here to remove the "folders" section from This PC, and the section was gone after a reboot - sweet, but now (couple of hours later) I noticed that it somehow magically came back and I don't know how to explain this. Do I re-run the .reg file again? Am I seeing things?

So, maybe it's the registry as you suggested - which is weird as I just installed the thing and everything was fine before. I don't know how to approach this to fix it though?

Run sfc /scannow in the elevated command prompt for possible corrupt system files.

I just did but it said it did not find any integrity violations :/

I somehow figured out my problem.

I tried to retrace my steps after installation and re-enabled the UAC, rebooted and voila, the notifications for smartscreen and windows update finally disappeared, and the "folders" in This PC were gone again too. So I disabled the UAC again and rebooted I seem to have no problems right now. It seems UAC was the problem but I have no idea why but disabling it was the first thing I did after the installation.

In the same elevated command prompt You will have to reboot when finished.
Dism /Online /Cleanup-Image /RestoreHealth
I did this too. It said no component store corruption detected.
