Windows 8.1 TPM chip specifications

Running Windows 8.1 on Dell E7440 laptop. UEFI BIOS and UEFI boot.
The laptop has TPM chip from ATML (Atmel), Manufacturer Version 41.1., Specification Version: 1.2.
Bitlocker is enabled and configured to use Require TPM pin at startup.
When enter correct PIN it is allowed to start the laptop and are able to enter credentials to login to OS.
When enter incorrect message "PIN Incorrect PIN; please enter the PIN again" is displayed.
As We use this laptop in corporate We need to lock the TPM chip after number of incorrect attempts or require Bitlocker recovery password.

After 35 attempts with incorrect startup PIN I gave up, because message "PIN Incorrect PIN; please enter the PIN again" is displayed only.

Setting it by GPO also does not help - looks like it ignores those values.

Standard User Lockout Duration
Standard User Individual Lockout Threshold
Standard User Total Lockout Threshold

Same behavior on HP EliteBook 840 but TPM chip from different Vendor.

Does anyone know how to set lockout duration, after how many attempts should TPM lock and after how many attempts require BRP?
