Do you have a camera that takes SD? Maybe that could format it, the camera should not be vulnerable to the malware. You may just have a bad SD card though.
I think I have a bad SD card. Formatting via the camera didn't stop the files from reappearing in the card.
    Hmmm... solved already. Good.
There still are some open questions:

Do the files reappear when card is on the camera or the computer? Are they really malware or files the camera automatically creates?

There's no logic reason for the files to reappear by themselves after a format or a deletion, if they were really deleted, UNLESS they return from the OS where they have a hidden backup of the malware.

You should see the format complete message showing if format is successful.

But all files on disk, including hidden ones can be seen easily with 7-Zip. Sometimes the mbr (cannot be seen) of the flash card itself gets infected so then a full format/delete partition is needed, one like posted previously with diskpart. You can even check what's on your card with a live linux usb/cd boot.

But if after all attempts you still see the files, even after format then its very plausible to think your OS on the pc is also infected and that the malware always gets restored from a local backup.

Try (on the same computer and OS where the files are coming back after format) to use another empty sd/usb and see if its 'gets the same files' as well: if not, then you're lucky to say the problem is indeed with that one bad sd card only.

    Regards,
    H.

The problem wasn't solved at all. All the attempts at formatting or wiping the card were unsuccessful. So I gave it up.

Ah, yes. The thread is marked as solved, but the issue remains.

Keep in mind what I said about the issue.
But if it cannot be solved, it cannot be solved ,SD cards aren't expensive nowadays.

One of the first symptoms of solid state storage devices is when it becomes write protected (or nothing can be written to it or erased or formatted) but can be read for awhile. Good part is that if it's controller is not shot, data from it can be salvaged.
