Windows 8.1 problems with permissions

Hi,
I have strange problem between two of my accounts.
Long time I thought that Windows 8 work that way until two days ago. When I sign in with my Live account a must run most of my software as administrator!? If I want to run setup for some programs also I had to start as administrator, For example if I want to start Unity web player on Facebook based game I first must run Google Chrome as administrator, if I want to install Unity 3D I must run setup as administrator.
But, at my kids computer nothing of these is needed, also Windows 8.1. So, I create another "Local account" in my computer to test and everything works OK - Chrome, Unity, installations... If I want to start program I just start it, no need for administrator approval.
I don't know if I place question on right place... but I really need help!

Hello There,
Probably your UAC and you can reduce it by going control panel > System and Security > Change User Account Control Settings. You should always be prompted for Admin privileges when installing anything otherwise you leave yourself vulnerable. So if you change it and go to install something and you are not prompted then you have lowered it to far.

The other question I have is what kind of account are you running? Go to Control Panel > User Account and Family Safety > User account and under your name and email it will say what the account type is.

Both of my accounts are Administrator. UAC is disabled.

Primary account is signed with Live. Problem is that software and Chrome using with that account is needed to be started as Administrator. For testing I created another user where I don't have that problems.

I wrote above, for example to start Unity based game via Chrome I need to start Chrome as administrator to be able to run the game. Or.. when I extract something with WinRar it doesn't have privileges to temp folder to execute action.

I couldn't find solution so I reinstall my Windows. Few days was everything OK until today. I'm starting hating Windows.
I have office 2013, Visual Studio 2013, Acrobat, XAMP and SQL Server Express installed and Combat Arms game. KMPlayer, Winamp and iTunes. Also installed HyperV for Windows Phone development and Internet Information Service.

But all that software I had and two days ago and everythings works OK. When I turned on computer today same problem maybe bigger. Can't even start DROPBOX - "This is usually because of a permissions error.

Please, anyone... If I had to do another reinstall and to wait day by day until it crash... i'l go crazy!

I forget. I couldn't even start DropBox setup without right click as Administrator?! Could it be some MS update have problem or HyperV... I don't know... But yesterday everything was OK!
