now that windows 8 no longer has safemode or the old F8 menu how do you remove a stubborn virus or malware that after booting attepts to lockout the user and prevent other programs running. back in older versions you could boot into safemode or boot from a bootdisk and cleanup, so now whats the procedure ?

Safe Mode is still available, it's just more tricky to get to.

Use what DMHolt57 mentioned here above.

If you have a pretty fast computer without boot delays it's possible you need to be very fast to get the screen showing. Luckily there are more ways to get to the Advanced Startup Menu from where you can get into Safe Mode:
How To Access Advanced Startup Options in Windows 8

You can even access it from the Start Screen / Charms Bar to the right and trigger a reboot (Settings -> PC-Settings -> General; see method 2 in link above).

I solved it, I hope!

So I recently solved a very annoying virus issue. It wasn't irreparably harming my computer yet, but it was severly interfering with my internet usage, and some of the more crucial settings like OS updates and firewall settings. Luckily all of my setting were on, so the virus had a hard time spreading. Anyway, if you want to know more about the virus, just reply to this post requesting it. I activated safe mode three different times, each time progressively lowering the protections it offered. I went to my advanced startup setting, restarted and through all of the option, activated Safe Mode in its entirety. I looked through all of the programs and files that had been impacted by the virus, and checked to see if they had been mended. They had, so I repeated the process, this time enabling Safe Mode with Networking. After that I restarted through advanced startup one last time, this time simply going straight to my OS. I checked all of the files and programs ones more time, and all was well. But to be sure, I scanned my computer, installed a very good malware protection software, and scanned again. So far nothing is wrong, and I can say confidently that I got rid of the problem. Once you have had a problem with malware/virus stuff, it isn't a terrible idea to regularly scan your computer. Because it is a background process, and it only takes a few seconds to initiate, better safe than sorry.
