Reset security to factory default

Is there a way to reset security setting to factory default? I had a problem on C:\ (which I never resolved) and changed the settings for the entire drive - all files and programs.

Gave up on this and cloned the partition from a spare.

Another question came up. I had made a manual restore point and was going to use it, but it had been deleted; why? thanks...
