Possible Virus? Action Centre reporting unknown faults

-My new Packard Bell laptop with Windows 8 came with a ready-installed copy of Norton Internet Security which seems to have worked well for now: It shows I have protection on (both on the program, and on the Google Chrome plug-in). However while installing software (from discs) my computer prompted me to reboot for updates. I did so and now, Action Center has a little red circle and "X" by it. Apparently both Norton and Windows Defender are turned off. Is this a problem? I'm very paranoid about Viruses and would like to know.

Oh, also I seem to be unable to do full system scans with Norton.

I would download Norton Power Eraser (Norton Power Eraser | Free Tool |Easily remove scamware that traditional virus scanning can), Boot into Safe Mode and run the scanner. It's very aggressive but it's worked for me many times. Good luck!
