Windows suggests exporting encryption keys - no encryption enabled

Good morning/afternoon/evening gentleman, wherever you are around the globe.

Today, after startup, Windows suggested to me, that I should export my encryption case to some external storage, just in case some bad things happen.

I was surprised, as I haven't enabled any encryption on my laptop.
Or maybe I was wrong, thinking that encryption = BitLocker.

Quick search in Control Panel reveals there is also a setting in User Accounts section named "Manage file encryption certificates".

I haven't enabled encryption in any folder/file using it's Properties window.

So why this "export your keys" option? I don't remember that from Windows 7.

I would be great if someone explained that to me, as I've never used encryption before (since I don't need it).
Also, is cloud storage like SkyDrive/DropBox an appropriate place to store that files?
