help with youtube upload problem

I want to upload an Audio file with pics to youtube, youtube only accepts video files I understand that a program like Windows Movie Maker is needed to combine audio and pictures together. (creating as it were a video file)

I am running Windows 8.1 with Internet Explorer11, for some strange reason Win movie maker doesn't want to download, anyone any thoughts or suggestions for an alternative program.? Thanks very Much.
